BOSCHMA Convenes Harmonisation Meeting on Legal Framework in Abuja
Abuja, July 31, 2025 – The Borno State Contributory Healthcare Management Agency (BOSCHMA) has concluded a two-day harmonisation meeting on its legal framework, held at Bolton White Hotel, Abuja, from July 30th to 31st, 2025. The meeting focused on reviewing and refining the BOSCHMA Law to pave the way for the commencement of the formal sector health insurance scheme in Borno State.
The session brought together key stakeholders from the Borno State Ministry of Health and Human Services, the Borno State House of Assembly, development partners, and legal experts. In attendance were the Honourable Commissioner for Health and Human Services, Prof. Baba Mallam Gana, Dr. Abubakar Hassan, Special Adviser to the Governor on Health, Hajiya Mairo Bunu, Chairperson of the BOSCHMA Board, Dr. Largema Bukar, Borno State Lead for the Lafiya UK Project, and Directors from the Ministry of Health.
Also present were Dr. Saleh Abba Kaza, Executive Secretary of BOSCHMA, along with other Directors of the Agency and Heads of Units, who provided institutional context to the deliberations. Hon. Maina Mustapha Garbu, Chairman, House Committee on Health, Borno State House of Assembly, also attended and contributed legislative insights crucial for aligning the proposed legal amendments with the expectations of the State Assembly.
Barrister Mohammed Usman, representing BOSCHMA’s Legal Adviser, Barrister Falmata Harun, made a detailed presentation on the BOSCHMA Law. He highlighted sections requiring repeal or amendment and made key recommendations to strengthen the legal framework. The goal is to ensure that the amended law, once assented to by His Excellency, will enable the effective rollout of the formal sector programme in the shortest possible time.
The session was moderated by Dr. Shehu Sule, MFR, mni, Senior Policy Advisor with the Lafiya UK Project, who facilitated productive deliberations throughout the two-day event.
The meeting concluded with a resolution to incorporate all observations and recommendations into the revised law by Tuesday, allowing the legal committee to proceed with the next steps toward implementation.
This harmonisation exercise is a significant step in Borno State’s journey toward strengthening healthcare financing structures and achieving Universal Health Coverage (UHC) for its residents.
