FAQs
1) What is Borno State Contributory Healthcare Management?
Ans:
It's a healthcare program designed to provide and guarantee access to healthcare services for all residents of Borno State irrespective of their states of origin or occupation. It is a program that pools resources from the federal government, the state government, groups, families and individuals to provide essential healthcare to residents of Borno state. The law establishing the Agency was assented to by His Excellency Prof. Babagana Umara Zulum CON, Mni, FNSE, on the 15th August, 2019.
2) What are the benefits of the scheme?
Ans:
i. BOSCHMA will provide all registered residents of the State access to quality and equitable healthcare delivery.
ii. Registered residents will make 10% co-payment for drugs only when they access health care services in their chosen health facilities thereby reducing the amount of money to be spent on health care.
iii. Beneficiaries will be entitled to many services such as treatment of Malaria, typhoid fever, ante natal care, delivery, common surgical interventions like appendectomy, herniorrhaphy and many more.
iv. There will be no co payment for some selected laboratory investigations for registered beneficiaries. However, beneficiaries that require hi-tech investigations such as MRI, CT scan, etc will pay 60% of the said fee while BOSCHMA will pay the 40%.
v. Vulnerable persons enrolled under the BHCPF scheme are not expected to pay for any service rendered to them including drugs given at the facility.
3) Who are the beneficiaries of the scheme?
Ans:
All residents of Borno State that are duly registered under the scheme be it from the formal or informal sector.
4) Who falls under the formal sector?
Ans:
The following categories of individuals fall under the formal sector:
i. Borno State public/civil service employees (State and Local Government).
ii. Organized private sector for organizations with a minimum of five (5) staff.
ill. Uniformed service men e.g Civilian Task Force, Borno State Road Management Agency and others.
iv. Retirees.
v. All elected and political appointees of the state and local government.
vi. Tertiary Institution Students Contributory Health Program.
5) Who falls under the informal Sector?
Ans:
All other residents of the state who are neither employees of the state government nor the organized private sector, they include artisans, Business owners, Farmers, Transport workers, etc.
6) Is the scheme voluntary or compulsory?
Ans:
The scheme is compulsory for all citizens of the state with the exception of those covered by NHIA.
7) How do I contribute?
Ans:
Those in the formal sector contribute 3.5% of their basic salary to be deducted from source and 6.5% to be paid by the state government as subsidy.
8) How many of my family members will benefit from my contribution?
Ans:
Formal Sector: It covers for six (6) heads which include the principal, his/her spouse and four (4) biological/legally adopted children below the age of 18 years.
9) Can my child above eighteen (18) years benefit from my contributions?
Ans:
No, however, that child can be registered as an individual with a contribution of N12,000 per head per annum or join the tertiary student health scheme.
10) Can a principal contributor register more than the allowed six dependents under the formal sector?
Ans:
Yes. Where the principal wants to register additional dependents beyond the standard six (principal, spouse, and four biological/adopted children under 18), they can do so upon payment of N12,000 per additional dependent per annum.
11) If I am single, can my relatives benefit from my contributions?
Ans:
No, only the spouse and biological/legally adopted children can benefit from the contributions. But the relatives can be registered with contribution of N12,000 only per head per annum.
12) If working spouses both contribute, will there be a rebate?
Ans:
No, however, each spouse is entitled to register four (4) biological children below the age of eighteen (18) years.
13) What is the fate of those who do not have any means to contribute at all?
Ans:
Such people will be taken care of by the vulnerable population plan as prescribed by the Basic Healthcare Provision Fund (BHCPF) scheme and BOSCHMA equity plan.
14) How long does it take an enrollee to start receiving treatment after registration?
Ans:
There shall be a processing/waiting period of ninety (90) days before an enrollee can access healthcare services for both formal and informal programmes.
15) Can an enrollee change his/her healthcare provider (health facility)?
Ans:
Yes, an enrollee can change his/her healthcare provider but this cannot be done more than once in six (6) months. The enrollee will apply for change of provider at BOSCHMA office after the payment of token, which will be determined by the agency and waiting period of three (3) is applied.
16) Is there limit in the health services provided?
Ans:
No, as long as the services are within the provision of the BOSCHMA operation guide/benefit package.
17) What happens to my contributions if for a long period of time my family members and I do not visit the hospital?
Ans:
The scheme operates on cross subsidy and social harmony where the healthy pays for the sick, the rich pays for the poor and the privileged pays for the less privileged. The Agency pays the primary care provider irrespective of whether the beneficiary visits the facility or not. Nobody is entitled to any refund because he/she didn't seek medical care over a period of time.
18) What do I do if the prescribed drugs are out of stock?
Ans:
It is the responsibility of the health facility to make sure that all essential drugs and other drugs to be provided by the scheme are available to the enrollee.
19) Can I select a provider outside BOSCHMA list of providers?
Ans:
An enrollee can only be allowed to patronize
BOSCHMA accredited providers to ensure quality healthcare delivery.
20) How do I change my provider in case of transfer to another town?
Ans:
Contact BOSCHMA to access list of accredited providers in your new location within the State to choose from.

21) If am not satisfied with the services of the providers, who do I complain to?
Ans:
Complains can be lodged with the BOSCHMA Forcal Persons at designated hospitals, BOSCHMA desk officers at the LGA, placing a call to BOSCHMA customer care (08122224040) or reaching to customer care desk in the head office at No. 7, Lagos Street adjacent Lagos House, Maiduguri, Borno State.
22) How does an enrollee who falls ill outside his/her station gets treated?
Ans:
Such an enrollee can access care from any BOSCHMA-accredited health facility in the location where the illness occurred upon presentation of evidence of enrolment with BOSCHMA.
23) Will a formal sector enrollee continue to access BOSCHMA services after retirement?
Ans:
No, there are no provisions for retiree contributions for care under the formal sector, but they can register under the informal sector.
24) Is there any programme/scheme for students of higher institutions since majority of them are above 18 years and are not covered by the deductions made from their parents?
Ans:
Yes, students in higher institutions are covered by a special scheme designed for them known as the "Tertiary Institution Students Contributory Health Programme"
25) Where can | get enrolled?
Ans:
Potential beneficiaries can get enrolled by filling registration forms obtainable from the ICT desk in the Agency or through focal persons appointed in the various ministries, departments, agencies, and parastatals of the state.
